Measures Taken to Make Campus Ragging Free
PREAMBLE
“RAGGING” includes the following
ANTI-RAGGING MEASURES TO CURB THE MENACE OF RAGGING

Sensitization of the faculty members: In view of increasing the level of awareness of the members of faculty including the heads of department, the Anti-ragging Committee and Anti-ragging Squad has been reconvened under the Dean of the Institution under DMIHER (DU) in the month of August every year. The Dean, in his address to the honorable members, highlights the salient features of the recommendations and binding regulations of the Medical Council of India and stresses upon the need to take all necessary precautions and preventive measures so that no untoward incidence directly or indirectly amounting to ragging occurs in the campus. He further sensitizes the faculty members and the heads of departments to be vigilant in this direction.

Sensitization of the Senior Students: In order to sensitize the senior students they are addressed by the Dean of the Institute under DMIHER (DU) in a phase-wise manner and to bring to their notice the relevant statutory provisions and anti-disciplinary measures which can be taken against those who are found to perpetrate, abate, assist or get involved in any sort of physical or mental harassment which also now comes under the purview of the definition of ragging.

Undertaking from Students: As per binding regulations referred above, an undertaking about non-indulgence in ragging, and he/she is aware of the law regarding the prohibition of ragging as well as punishments, and to the effect that he /she has not been expelled and/or debarred from admission by any institution and that he/she, if found guilty of the offence of ragging and/or abetting ragging, is liable to be punished appropriately. Obtained from every student which is duly countersigned by their parents. The institute has taken measures in this direction and the procedure of obtaining such an undertaking will be completed by 31st October of every year.

Undertaking from the parents/guardians: It is obtained at the time of admission.

Certificate of good character from the head of the earlier institution will be obtained at the time of counseling from the fresher’s of the course.

A database is created out of the affidavits affirmed by each student and his/her parents/guardians stored electronically and contains the details of each student. The database also functions as a record of ragging complaints received.

Clinical induction programme: The clinical induction programme for the senior batch is organized as per the directives by the Medical Council of India every year in the month of July. The para-clinical departments of the institute take the responsibility of organization rotation wise, convener anti-ragging and Dean of the Institute address to the senior students about the strict laws of ragging framed by the Medical Council of India and to make DMIHER a “Ragging free campus with zero tolerance."

Psychological counseling of the senior and junior students by the Students Guidance Cell of DMIHER (DU): It is a mandatory activity of the student guidance cell every year.

Submission of Online affidavit by all the students of all the constituent colleges: It is mandatory for every student during admission.Fresher’s welcome programme: As per the recommendations of the Raghvan Committee and the Medical Council of India, the fresher’s day programme is organized by the pre-clinical departments of the constituent colleges every year in the month of August by the Mentor cell & immediate senior batch. All faculty members of pre-clinical departments attend the said programme, it is addressed by the Dr. Ved Prakash Mishra, Hon'ble Pro-Chancellor of the university, every year to help in better rapport building between seniors and fresher’s which helps to prevent a possible event of a clash between the two groups.
The fresher’s day Programme is followed by the fresher’s night in which the hidden talents of the freshers are brought to the fore by way of presentation of short plays on relevant topics like Anti-ragging laws, AIDS Awareness, Anti-Corruption, Save Electricity, Save Water, Career Under Pressure, Anti-Tobacco, Cleanliness mission, etc. A variety of entertainment programmes are organized to display their talent in the field. The programme is funded by the University. -
Anti-Ragging Survey: As per the guidelines of the Medical Council of India, the University Grants Commission and the Dental Council of India, the online anti-ragging survey is filled by every student after a couple of months of admission.
Punishable Ingredients of Ragging
- Abetment to ragging;
- Criminal conspiracy to rag;
- Unlawful assembly and rioting while ragging;
- Public nuisance created during ragging;
- Violation of decency and morals through ragging;
- Injury to the body, causing hurt or grievous hurt;
- Wrongful restraint;
- Wrongful confinement;
- Use of criminal force;
- Assault as well as sexual offences or even unnatural offences;
- Extortion;
- Criminal trespass;
- Offences against the property;
- Criminal intimidation;
- Attempts to commit any or all of the above mentioned offences against the victim(s);
- Physical or psychological humiliation.
A STUDENT INDULGING IN RAGGING WILL BE PUNISHED
Action to be taken in reported cases of Ragging
On receipt of the recommendation of the Anti-Ragging Squad or receipt of any information concerning any reported incident of ragging, the Head of Institution shall immediately determine if a case under the penal laws is made out and if so, either on his own or through a member of the Anti-Ragging committee authorized by him on this behalf, proceed to file a First Information Report (FIR), within twenty four hours of receipt of such information or recommendation, with the police and local authorities, under the appropriate penal provisions relating to one or more of the following, namely
- Institutions have been asked to file the FIR with the local police against those who rag/abet ragging
- Expelled from the institution
- Banned from the hostel
- His/her scholarship can be withdrawn
- Debarred from examinations
- Denied admission to any institution in the country
- Prosecuted for criminal action
Punishment of Ragging
- 304 - Culpable Homicide not amounting to murder.
- Whoever commits culpable homicide not amounting to murder shall be punished with imprisonment for life or imprisonment for a term which may extend to ten years and a fine.
- 306 - Abetment of suicide, whoever abets the commission of such suicide, shall be punished with imprisonment of either description of a term which may extend to ten years and shall also be liable to a fine
- 323 - Punishment for voluntarily causing hurt shall be punished with imprisonment of either description for a term which may extend to one year or with fine which may extend to one thousand rupees or both(8).
In Case of Ragging Victim has lost their life
- 307 - Attempt to murder; whoever does any act with such intention or knowledge and under such circumstances if by that act caused death he would be guilty of murder shall be punished with imprisonment of a term ten years and shall also be liable of fine.
- 324 -Hurt by Dangerous Weapon, whoever voluntary causes hurt by means of any instrument for shooting, stabbing, cutting or any instrument which is used of a weapon of an offence likely to cause death shall be punished with imprisonment of either description of a term which may extend to three years or with fine or both.

NOTE: No FIRs have been lodged and there are no incidences of ragging reported in the hostel & college premises, we have a “Ragging free campus with zero tolerance". Apart from the measures described above, the students are being constantly sensitized throughout the year. The Hostel Advisory Committee and the Rectors are also involved in this process of making campus ragging free.
